Description
- Prepare comprehensive and accurate estimates for heavy civil construction projects, including watermains,
sanitary sewers, storm sewers, bridges, culverts, roadworks, and municipal infrastructure. - Review tender documents, engineering drawings, technical specifications, geotechnical reports, and
contract requirements. - Perform detailed quantity take-offs and cost analyses for labour, materials, equipment, subcontractors, and
temporary works. - Solicit and evaluate quotations from suppliers and subcontractors to ensure competitive pricing.
- Develop bid strategies and identify value engineering opportunities to improve project competitiveness.
- Prepare complete tender submissions in accordance with client requirements and deadlines.
- Analyze project risks, assumptions, exclusions, and construction methodologies during the estimating
process. - Collaborate with project managers, engineers, operations teams, and senior management during bid
preparation and project handover. - Participate in pre-bid meetings, site visits, and client meetings as required.
- Maintain historical cost databases and continually update estimating information based on market
conditions. - Monitor material pricing, labour rates, and industry trends affecting project costs.
- Assist with budgeting, scheduling, procurement planning, and contract negotiations.
- Support continuous improvement initiatives within the estimating department.
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, or a related
discipline. - Professional Engineer (P.Eng.) designation or eligibility for registration is considered a strong asset.
- Minimum of 5–10 years of estimating experience in heavy civil or municipal infrastructure construction.
- Demonstrated experience estimating:
- Watermain installations
- Sanitary sewer systems
- Storm sewer systems
- Bridge construction and rehabilitation
- Road reconstruction and municipal infrastructure projects
- Strong understanding of construction methods, excavation, shoring, concrete structures, utilities, and
earthworks. - Ability to interpret engineering drawings, specifications, and contract documents.
- Experience preparing estimates for public infrastructure tenders and municipal projects.
- Proficiency with estimating software such as HeavyBid, HCSS, B2W Estimate, InEight, Bid2Win, or similar
platforms. - Advanced Microsoft Excel skills.
