OBJECTIVES

  • Contributes to the Company’s ability to meet its strategic and business objectives by maximizing its ability to attract, retain and motivate high-calibre employees through superior HR management.
  • Ensures all HR programs and policies promote fair and equitable treatment of employees, maximize competitive advantage, comply with legislation and are competitive with industry benchmarks by partnering with key stakeholders.
  • Ensures HR programs are understood by senior leaders, management and employees and that such programs are delivered efficiently, effectively and with a focus on customer service.

WORK PERFORMED

  • Oversees the day-to-day operations of the Human Resources department and provides leadership, support, and direction to HR team members. Ensures alignment of HR activities with organizational goals.
  • Leads and supports the HR team, offering coaching, training, and guidance. Conducts performance discussions and helps implement development plans to foster team growth and effectiveness.
  • Implements and manages HR policies, procedures, and programs across key areas such as employment, compensation, payroll, pension, benefits, training and development, recruitment and onboarding, pay equity, performance management, job evaluation, career development, incentive compensation, employee engagement, labour relations, succession planning, and health and safety. Ensures clear communication and training of these policies to managers and staff. Monitors understanding and adherence across the organization.
  • Supports the evaluation and competitiveness of HR programs, including compensation and benefits, by conducting market analyses and benchmarking studies. Prepares and shares findings with senior leadership to inform decision-making.Provides leadership and counsel to all management levels and operations to ensure business leaders and employees are able to perform HR related functions effectively.
  • Establishes departmental goals and programs aligned with organizational strategy. Tracks progress and ensures accountability for achieving objectives.
  • Oversees core HR programs and processes, including performance management, job evaluation, onboarding/offboarding, and succession planning. Leverages technology to improve efficiency and effectiveness.
  • Develops and reports on HR metrics, such as recruitment forecasts, attrition, engagement, compensation trends, attendance, and health and safety indicators.
  • Provides expert guidance on employee and labour relations, including complaint investigations, application of employment law, and union matters. Coordinates with legal counsel as needed.
  • Implements strategies to enhance employee engagement and satisfaction, including motivation and recognition programs. Measures and communicates engagement metrics regularly.
  • Manages and optimizes HR systems, ensuring tools meet current and future organizational needs.
  • Supports labour relations activities, including collective bargaining, grievance resolution, and union engagement.
  • Contributes to the development of compensation strategies, including incentive plans and annual salary planning. Reviews and advises on salary recommendations and budgets.
  • Assesses training and development needs and oversees delivery of learning programs. Chairs the Training and Development Committee.
  • Oversees benefits and pension programs, including plan changes, renewals, and vendor management. Chairs the Pension Committee and monitors plan performance.
  • Manages third-party vendors and consultants, ensuring service quality and cost-effectiveness.
  • Drives the strategic use of HR technology to streamline processes and support departmental goals.
  • Prepares compensation materials for executive review, including incentive compensation summaries.
  • Performs other related duties, as required.
Qualifications
  • Completion of a University Degree in Human Resources, Business, or a related field, along with a professional Human Resources designation (CHRL required; CHRE an asset).
  • A minimum of 10 years of progressive Human Resources experience, with at least 5 years in a senior leadership capacity. Experience in a similar role and/or unionized environment preferred.
  • Strong knowledge of Human Resources practices, employment legislation provincially and nationally, and relevant common law entitlements.
  • Solid understanding of payroll and pension administration, including applicable regulations and compliance requirements.
  • Strong analytical, problem-solving and negotiation skills, with sound judgment and decision-making capabilities.
  • Demonstrated initiative and creativity; self-motivated with a strong work ethic and results-driven mindset.
  • Excellent interpersonal, verbal and written communication skills, including report writing and presentation abilities; able to work effectively with stakeholders at all levels.
  • Strong business acumen with the ability to align HR initiatives to business goals, manage budgets, analyze data, identify efficiencies, and support strategic planning.
  • Ability to assess risk, resolve complex issues, and implement effective solutions.
  • Knowledge of current and emerging HR trends, policies, and practices impacting organizational effectiveness.
  • Proven leadership capabilities with the ability to guide, coach and develop a high-performing HR team.
  • Ability to work independently and collaboratively within a team environment.
  • High attention to detail with consistent accuracy in work outputs.
  • Strong time management and organizational skills, with the ability to manage multiple priorities effectively.
