Purpose of the Position:
The Director of Environmental Services (“Director”) is responsible for the effective planning, administration and management in the divisions of Environmental Remediation; Water (Treatment and Distribution); Wastewater (Treatment and Collection); in accordance with best practices and all applicable Municipal, Provincial and Federal Acts, Regulations, Policies and Standards.

1.0 RESPONSIBILITIES:
(The following sets out the principal functions of the position and shall not be considered as a detailed description of all work requirements)

1.1. As a member of the Senior Management Team, works collaboratively across departments to achieve corporate objectives, advance organizational effectiveness, and implement corporate strategies, policies and projects.

1.2. Provide leadership, vision, strategic thinking, risk assessment / management, fiscal responsibility and management of staff in a manner which incorporates best practices, technological advances, Corporate strategic goals, priorities, mission, values, short and long range growth management and the interests of the public. The Director shall ensure that the actions of the department and staff are in compliance with Corporate Policy, Strategic Plan and all applicable Municipal, Federal and Provincial requirements.

1.3. Responsible for demonstrating positive leadership through the supervision of staff, including developing a competent management team, directing/guiding work assignments, revising position responsibilities, performance management, identifying and supporting professional development needs/training, administration of payroll, coaching, motivating and empowering staff to meet the expectations of the position.

1.4. Lead, through the Manager, Water, the development and management of strategies and policies for the drinking water operating authority and the administration of the drinking water quality management system to ensure the delivery of safe drinking water and the effective and fiscally responsible management of all new and replacement water assets (linear and facilities); provide short and long term planning / direction on operations, management and service offerings.

1.5. Lead, through the Manager, Wastewater, the development and management of strategies, policies and operational changes to the wastewater operating authority to ensure the safe collection and treatment of wastewater through the effective and fiscally responsible management of all linear wastewater assets and facilities; provide short and long term planning / direction on operations, management and service offerings.

1.6. Lead, through the Manager of Environmental Remediation the coordination and facilitation of discussions on end use planning of major sites, communications, changes to clean up criteria and policy considerations, and legal agreements associated with PHAI.

1.7. Participate in discussions and negotiations with the Union on issues pertaining to the Collective Agreement and department operations and ensure the implementation of practices and processes which are in keeping with the Collective Agreement. Recommend Collective Agreement wording, revisions and Corporate supported negotiated terms.

1.8. Develop, maintain and ensure the consistent application of User fees which meet current and future service level objectives.

1.9. Act as the official signatory for the Environmental Services department and for legislated submissions to Government Agencies and other authorities. Participates in legal court proceedings related to Environmental Services matters.

1.10. Knowledge of the Municipality’s “Health and Safety Policy” and ensure that Departmental operating procedures comply with these provisions and those of the Occupational Health and Safety Act and its Regulations, including WHMIS. Take all reasonable and necessary precautions to ensure the safety of oneself, other employees, the public, and any person likely to be affected by the employee’s acts or omissions. Participate as required by the Municipality’s Emergency Plan.

1.11. Responsible for emergency management for Water and Wastewater through the preparation of emergency response plans. As a member of the Emergency Management Program Committee, the Director fulfils the responsibility assigned to them in accordance with the Municipal Emergency Plan.

1.12. Represent the department and provide advice and recommendations to Council, the public, special purpose bodies, committees, government agencies, stakeholders and interest groups by communicating information and corporate objectives; recommend courses of action and facilitate solutions affecting administration and/or service delivery; attend Council meetings, Committee of the Whole meetings and other Committees of Council as required.

1.13. Authorize and review the Expression of Interest, Request for Quote, and Request for Proposals; write and / or review Committee of the Whole and / or Council Reports for the Environmental Services department.

1.14. Responsible for overseeing the department’s Municipal Asset Management Planning, including: data validation; condition assessments; levels of service; service risks; lifecycles; operations, maintenance and replacement cost; as well as reviewing and making recommendations regarding the Municipality’s Asset Management Plan. This position is a member of the Asset Management Steering Committee which provides direction for ongoing development of Municipal Asset Management Planning.

1.15. Maintain a liaison with the media, other municipal administrations, local boards and utilities, government ministries, community groups and organizations to ensure good public relations, exchange of knowledge, solutions and best practice improvements related to the work of the department and the Municipality.

1.16. Provide a positive, professional image to the public and promote the Corporate Strategic Plan of the Municipality and the Department. Demonstrate commitment to personal and professional development by remaining current with new legislation, regulations, technology and organizational theory and practices relating to the Municipality.

1.17. Provide PHAI project updates to Council (verbally/written).

1.18. Develop and oversee a resident liaison program for PHAI small scale sites.

1.19. Liaise with PHAI Communications Team on deliverables to the Community, Council, and Staff.

1.20. Ensure compliance with, recommend updates to legal agreements, contracts, and policies. Negotiate changes in consultation with the CAO as required.

1.21. Work directly with project partners including Atomic Energy of Canada Limited (“AECL”), Canadian Nuclear Laboratories (“CNL”) and various Federal and Provincial regulators.

1.22. Ensure that all PHAI Standard Operating Procedures, Standard Operating Guidelines, Regulations, Policies, By-laws and other applicable requirements are being met.

1.23. Ensure Operations fall within the approved PHAI project budget and procure extra budget funding where necessary and approved.

1.24. Lead the development of the Climate Action Plan.

1.25. Perform periodic field inspections regarding the PHAI project activities.

1.26. Ensure an environment of customer service excellence when dealing with all internal and external stakeholders; ensure the provision of a positive and professional image of the Municipality to the public.

1.27. Adhere to high standards of ethical behaviour and demonstrate understanding that personal actions impact the public’s perception of the Municipality.

1.28. Perform other duties as may be assigned.

Qualifications

2.0 KNOWLEDGE, QUALIFICATIONS, SKILLS AND ABILITIES:

Knowledge

1.1 University degree in Civil Engineering and a Licensed Professional Engineer (P. Eng.) preferred; minimum of Civil Engineering Technologist (C.E.T.) designation or equivalent.
1.2 A minimum of ten (10) years municipal experience in water and wastewater with five (5) years management experience. Management work experience in a unionized environment is considered an asset.
1.3 Education and experience in civil, environmental remediation (soil and groundwater) or geotechnical field is considered an asset.
1.4 Post-Secondary education in an Environmental Field or completion of specialized Wastewater courses would be an asset.
1.5 Post-Secondary education with specific drinking water training; Water Quality Analyst would be an asset.
1.6 Valid Wastewater Treatment System License Class III and valid Wastewater Collection System License Class II is considered an asset.
1.7 Valid Water Treatment System Certificate of Competence Class III and valid Water Distribution System Certificate of Competence Class III would be considered an asset.

1.8 A skilled people manager with leadership skills, including coaching, team building and employee development.
1.9 Knowledge of Municipal, Provincial and Federal Acts, Regulations and Standards related to Environmental Services departmental activities.
1.10 Verbal and written communication skills including the ability to communicate strategic and department decisions in a manner that aligns people and objectives. Ability to facilitate discussion between working groups and the public.
1.11 Interpersonal skills and customer service focused.
1.12 Strategic, long term and proactive planning skills; organizational and time management skills.
1.13 Analytic, problem solving and decision-making skills.
1.14 Advanced computer skills including expertise on Email, Word, Excel, Project Tracking software and Power Point software; GIS experience would be an asset.

3.0 OTHER

3.1 Valid and satisfactory ‘G’ driver’s license and access to own vehicle.
3.2 Valid and satisfactory Criminal Record and Judicial Matters Check.

4.0 WORKING CONDITIONS:

4.1 Office environment with significant travel within the Municipality.
4.2 Some exposure to outside and inclement weather.
4.3 Availability to attend after-hours meetings.
4.4 Significant contact with outside government agencies, consultants, and public.
